Frequently Asked Questions
New Ladder Truck Purchase - Updated March 10, 2026
Why is the Tellico Village Volunteer Fire Department purchasing a new ladder truck?
The Department is replacing a ladder truck that has been in service for nearly 30 years. Advances in safety technology, vehicle stability, and firefighter protection have significantly improved since the current apparatus was built.
The new ladder truck will better serve the needs of Tellico Village by supporting operations at multi-story residential facilities, churches, commercial buildings, and the many wood-frame homes throughout the community.

What factors make a ladder truck important for Tellico Village?
Several characteristics of the community make maintaining a modern ladder truck essential:
-
Multi-story independent living facilities
-
Large churches and commercial buildings
-
Hundreds of wood-frame homes
-
Narrow residential streets and limited building access
These conditions require the ability to deliver water from above, reach upper floors, and provide safe firefighter access during emergencies.
How long has the Department been planning this purchase?
Planning for the new ladder truck began approximately two years ago. Department officers started the process with a simple but important question: “What will our community need from its fire department over the next 30 years?”
By evaluating community growth, building types, road access, and operational challenges, the Department developed specifications for an apparatus designed to meet the Village’s future needs.
How was the design of the ladder truck determined?
Department officers conducted an extensive evaluation process that included:
-
Visiting manufacturers
-
Attending industry conferences
-
Consulting with other fire departments
-
Evaluating apparatus designs across eastern Tennessee
They carefully examined:
-
Chassis configurations
-
Pump capacities
-
Hose layouts and connections
-
Turning radius requirements
-
Compartment design
-
Stabilizer configurations
Every detail was measured against safety, reliability, and long-term operational value.
Who is manufacturing the ladder truck?
The Department selected Smeal, a nationally recognized fire apparatus manufacturer known for building high-quality, safety-focused equipment used by departments across the country. The manufacturer was chosen after a detailed review of proposals to ensure the apparatus meets modern safety standards and operational requirements.
What features will the new ladder truck include?
The new apparatus will include a 77-foot elevated ladder and waterway, allowing firefighters to deliver water from above during structure fires.
It will also incorporate modern safety systems not available when the current truck was built, including:
-
Anti-lock braking systems
-
Airbags
-
Rollover protection
-
Enhanced crew protection design
-
Improved stability and visibility
-
Greater pumping capacity and operational flexibility
These features significantly enhance firefighter safety and emergency response capability.
How much does the ladder truck cost?
The contract for the new ladder truck is $1.5 million. Through negotiations with manufacturers, the Department reduced the initial price by nearly 10 percent, lowering it from approximately $1.64 million to the final contract price.
Will this purchase create debt for the community?
No. Because of years of disciplined financial stewardship and long-range planning, the Department is able to fund the purchase without incurring debt. The agreement requires no money down, with payment due upon delivery in late 2027. This structure allows the Department to continue investing funds until the apparatus is delivered while maintaining its debt-free status.

How is the ladder truck being funded?
The project is funded through the prudent investment of:
-
Tax-deductible donations from Tellico Village residents
-
Grant support
-
Long-term financial planning by the Department’s Board of Directors
This careful approach allows the Department to invest in critical equipment while maintaining strong financial stability.
What happened after the contract was signed?
Shortly after the contract was finalized, the Department participated in a multi-day pre-construction conference with the manufacturer. During this session, the team reviewed hundreds of pages of specifications that define how the truck will be built and how it will perform in service. This level of scrutiny ensures the final apparatus meets the Department’s operational and safety requirements.

What happens to the current ladder truck?
The current ladder truck will remain in service until the new apparatus is delivered, ensuring continuous protection for the community during the manufacturing process.

When will the new ladder truck be delivered?
Delivery is expected in the 4th Quarter of 2027, after the manufacturer completes the build process and TVVFD accepts delivery signifying the truck conforms to the design specifications. Once delivered, the new ladder truck will replace the current apparatus and serve Tellico Village residents while also supporting mutual aid operations throughout Loudon County.

How does this purchase fit into the Department’s long-term apparatus plan?
The ladder truck purchase is part of the Department’s long-term strategic apparatus replacement plan, which helps ensure that critical emergency equipment is replaced before reliability or safety becomes a concern. Based on the current lifecycle plan:
-
Engine 123 is expected to require replacement in approximately ten years.
-
Engine 124 will likely transition to a third-due apparatus role, providing backup capability and additional response capacity.
-
At that time, the Department anticipates procuring a new front-line engine to maintain reliable fire protection for the community.
Why is apparatus lifecycle planning important for a volunteer fire department?
Fire apparatus are among the most complex and expensive pieces of equipment a department operates. Engines, ladder trucks, and other emergency vehicles must perform reliably under extreme conditions and often remain in service for 20–30 years or more. Lifecycle planning allows the Department to:
-
Maintain reliable emergency response capability
-
Replace equipment before safety or reliability becomes an issue
-
Spread costs over many years through disciplined saving and investment
-
Protect the Department’s debt-free financial model
Most importantly, this approach honors the trust placed in the Department by residents whose tax-deductible donations fund the equipment that protects the community.

What This Means for Tellico Village Residents
For residents of Tellico Village, this project reflects the strength of a community that plans ahead and supports the services that protect it. Through careful financial stewardship, disciplined long-term planning, and the continued generosity of residents, the Department is able to place modern, safer equipment into service without incurring debt.

The new ladder truck will improve firefighter safety, expand operational capability, and ensure the Department can effectively respond to emergencies involving multi-story buildings and complex structures throughout the community.
Most importantly, it demonstrates a commitment to responsible leadership and the enduring principle that has guided the Department for decades: neighbors protecting neighbors.
