Years of Planning and Due Diligence Seals a Debt-Free $1.5M Ladder Truck Deal for TVVFD

The leadership of the Tellico Village Fire Department has spent two years turning careful planning into a major investment in safety for Tellico Village - the purchase of a new $1.5 million ladder truck. Years of sound financial stewardship by the board of directors, coupled with focused long-term planning, mean the purchase will not burden the community with debt going forward.
“Purchasing fire apparatus takes years of planning,” said TVVFD Chief Jerry Dougherty. “The team began two years ago by asking a single guiding question: What will our community truly need from the fire department over the next 30 years?”
Considering the community has multi-story independent living facilities, large commercial buildings, churches, and hundreds of wood-frame homes underscored the importance of having a ladder truck with modern capabilities. Narrow streets and limited access to buildings made selecting the proper design very challenging. Year-over-year increases in call volume added urgency to the process.
Over the course of two years, the officers traveled to conferences, hosted manufacturer visits, and evaluated equipment throughout eastern Tennessee, asking questions and testing configurations. They examined chassis designs, pump capacities, hose connections, turning radiuses, and even compartment configurations to maximize the capabilities of the selected truck. Every detail was measured against safety, reliability, and long-term value.
Once detailed specifications were documented, multiple manufacturers were invited to submit pricing and contract terms.
“We worked diligently to secure the best possible deal for the community,” said Chief Dougherty.
The final contract delivered nearly a 10% reduction in the original price, no money down, and payment due upon delivery in late 2027. The agreement preserves the department’s debt-free status while allowing the full purchase amount to continue earning interest until delivery.
The new ladder truck will replace the department’s 30-year-old apparatus. It will include modern safety features absent from older fire apparatus—antilock braking systems, airbags, rollover protection, and enhanced crew safety designs. The ladder will have greater reach, the pump will have larger capacity, and the truck will offer far greater flexibility than any apparatus currently in the department.
The team has now completed a multi-day pre-construction conference, reviewing hundreds of pages of specifications — details that might overwhelm most people but define exactly how the vehicle will perform when it matters most. It is the culmination of years of due diligence.
Because of steady leadership, disciplined saving, and careful stewardship of tax-deductible donations from a close-knit community, the Tellico Village Volunteer Fire Department will proudly place a safer, smarter ladder truck into service in late 2027.
